Yes, the cooldown period should be no less than two minutes.

@ There are not many users, so current cool-down rule (max. 5 submissions per min) is enough in my opinion. Moreover, this rule shouldn't be applied to contests, like AtCoder doesn't have "max two judging submissions" rule during the contests.
